The rules changed in June 2024
The Factories and Machinery Act 1967 was repealed on 1 June 2024. Machinery certification now sits under OSHA 1994 and the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 — P.U.(A) 99/2024. A great deal of the guidance still circulating online, including material from suppliers and contractors, cites the repealed Act and its forms.
The substance has not changed as much as the framework: steam boilers, unfired pressure vessels and lifting machinery still require a valid Certificate of Fitness before they are operated. But the instrument, the schedules and the process references are different, and submissions prepared against the old framework are a common cause of delay.

What needs a Certificate of Fitness
Steam boilers
Any closed vessel generating steam above atmospheric pressure, including economisers, superheaters and connected pipework and fittings.
Unfired pressure vessels
Air receivers, storage vessels and process vessels holding gas or liquid under pressure. Smaller vessels may be exempt — the thresholds are specific and worth checking.
Lifting machinery
Tower cranes, mobile cranes, overhead cranes, hoists, gondolas, passenger lifts, escalators, walkalators, suspended access equipment and quay cranes.
Design verification first
Approval of the design must be obtained before installation. Plant installed ahead of that approval creates a problem that is expensive to unwind.
Marking and records
The registration number must be displayed prominently on the plant, and maintenance records kept covering the condition of safety devices and any damage.
Forklifts sit outside it
Forklifts are not within the Certificate of Fitness regime — but every OSHA 1994 duty still applies. We wrote about why this is widely misunderstood.

We do not inspect and we do not issue the certificate. Inspection is carried out by a DOSH officer or a licensed inspector, and DOSH issues the Certificate of Fitness. Our job is making sure that when the inspection happens, it passes — and that it is scheduled around your production rather than in the middle of it.
Most delays we see are avoidable: incomplete manufacturer documentation, missing calibration certificates for gauges and safety valves, or a package prepared against the repealed Factories and Machinery framework rather than the current regulations.

Certificate of Fitness — common questions
What is a PMA, and is it the same as a Certificate of Fitness?
PMA stands for Perakuan Memperbolehkan Alat, and PMT for Perakuan Mesin Tekanan. Both are legacy terms from the Factories and Machinery Act 1967 era. Since 1 June 2024 the governing instrument is P.U.(A) 99/2024 and the document is the Certificate of Fitness. The old terms are still used everywhere — by suppliers, contractors and often on site — and they refer to the same obligation.
What machinery requires a Certificate of Fitness?
Three categories: steam boilers, unfired pressure vessels, and lifting machinery — tower cranes, mobile cranes, overhead cranes, hoists, gondolas, passenger lifts, escalators and suspended access equipment among them. Forklifts sit outside the Certificate of Fitness regime, though every employer duty under OSHA 1994 still applies to them.
How long is a Certificate of Fitness valid?
Fifteen months, and the expiry date is printed on the certificate itself, so there is nothing to calculate. The difficulty is not knowing one date — it is that a site with several certificated items has several dates on independent fifteen-month cycles, drifting further out of step with the calendar year each renewal.
Does ProSafe inspect the machinery or issue the certificate?
No. Inspection is carried out by a DOSH officer or a licensed inspector, and the certificate is issued by DOSH. We prepare the documentation, guide the submission and manage the process around it. That separation matters, and any consultant telling you otherwise is describing something they cannot do.
Whose myKKP account is used?
Yours. The account belongs to the end user and submissions are made from it, so we prepare the package and walk you through submitting rather than submitting on your behalf. Your compliance record stays in your hands, which is where it belongs.
Is my air receiver or small pressure vessel exempt?
Some smaller unfired pressure vessels fall outside the requirement, but the thresholds are specific and a standard workshop air receiver often falls inside it despite people assuming otherwise. Send us the nameplate details and design pressure and we will confirm against the current schedules — it is a quick answer and worth having before you assume either way.
