Johor Factory DOSH Compliance: 10 Things Owners Need to Know

When DOSH (JKKP, the Department of Occupational Safety and Health) inspects, it looks at records and documents. These are the requirements Johor factories meet most often, each with its legal basis and a link to the full explanation.

The 10 main compliance requirements

  1. Written safety and health policy

Employers with more than five employees must have a written safety and health policy and bring it to their employees’ attention.

  2. SHO or OSH Coordinator

Prescribed higher-risk industries and larger workplaces need a Safety and Health Officer (SHO). Where an officer is not required and you have five or more employees, you must appoint an OSH Coordinator.

  3. Safety and health committee

With 40 or more employees, you must set up a safety and health committee, hold its meetings on schedule and keep the minutes.

  4. HIRARC risk assessment

Since the 2022 amendment, section 18B of OSHA requires every employer to assess the risks created by its work. HIRARC (hazard identification, risk assessment and risk control) is the method most used in Malaysia.

  6. Chemical register and submission (IICMS)

The chemical inventory submission (CLASS Regulations 2013) and the chemical register (USECHH) are both now made through IICMS. Neither requires a registered CHRA assessor.

  8. Certificate of Fitness (CF) for machinery

Steam boilers, unfired pressure vessels and lifting machinery (such as cranes, hoists and passenger lifts) must be registered and hold a valid CF. The Factories and Machinery Act 1967 was replaced by P.U.(A) 99/2024 from 1 June 2024. A CF is valid for 15 months from the inspection date. Forklifts do not need a CF, but other safety duties still apply.

  9. Bomba Fire Certificate

Designated premises (Premis Ditetapkan) under the Fire Services Act 1988 must hold a Fire Certificate and renew it every year. Before renewal, Bomba inspects whether the fire protection systems work. Since the 2025 amendment, the consultants, contractors and trainers you hire for fire safety work must also be registered with JBPM.
